It’s a catch-all explanation for anything unpredictable, absurd or just plain bad that happens.
When the power goes out for 6 or 7 hours in the entire city, it’s because “this is India.” When national monuments go uncleaned for CENTURIES, it’s because “this is India.” When traffic so so terrible that it’s not so much lanes that exist, as autonomous vehicles blazing their own paths, it’s because “this is India.”
And I feel like it really is all the explanation you need.
